强降雨导致祁水、白水河水位猛涨，潘市、梅溪等镇部分民房被水淹没，农作物受损严重，多条电力线路和县道中断，基础设施受损严重。面对严峻的防汛形势，祁阳市委、市政府迅速行动，将人民生命安全放在首位，主要领导亲自带队，组织各级部门深入一线，全力抢险救援。
