Beijing, August 3rd, 2023 (Xinhua News Agency) – Recently, multiple departments have joined forces to support the flood control and emergency response efforts in key regions to ensure the safety of people’s lives and property and social stability. The National Flood Control Headquarters Office and the Ministry of Emergency Management have organized joint consultations among meteorological, water conservancy, and natural resources departments, and conducted video mobilizations in key provinces such as Inner Mongolia, Liaoning, and Jilin, providing targeted guidance for flood prevention, flood control, and disaster relief work.

The joint consultation emphasized the need to strengthen the prevention of river flooding and the patrol and defense of river embankments, reservoirs, and dams, with particular attention to vulnerable sections, hazardous sections, and key locations such as reservoirs exceeding the flood limit. At the same time, it stressed the principle of prevention first, strictly implementing the emergency warning mechanism of “calling to action” and follow-up feedback, and decisively expanding the scope of evacuation for threatened populations in accordance with the “four musts” requirement.

The departments also took advantage of the lulls in the rain to promptly conduct a review and summary of disaster response, to hasten the repair of damaged infrastructure and to identify and rectify potential risks, with targeted improvements in prevention capabilities.

The National Flood Control Headquarters has maintained a Level III emergency response for Liaoning and Jilin, a Level IV response for Heilongjiang and Inner Mongolia, and the National Committee for Disaster Prevention and Relief has maintained a Level II response for Hunan, a Level III response for Henan, Sichuan, and a Level IV response for Jilin, Fujian, and Shaanxi. The Emergency Management Ministry has maintained a Level IV response for geological disasters in Hunan and Chongqing.

In addition, the China Meteorological Administration forecasts that northern regions will continue to experience rainy weather, with the main rain zone located in the eastern part of the Northwest region and extending from the North China Plain to Northeast China. Meteorological experts remind that the meteorological risks of local flash floods, geological disasters, and small river flooding in the aforementioned areas have further increased, and continuous disaster prevention measures are needed. In southern regions, high temperatures continue, and the public is advised to take measures to prevent heatstroke and reduce outdoor activities during high-temperature periods.

The support and guidance from multiple departments have provided a strong guarantee for responding to possible floods and ensured the orderly conduct of disaster relief work. At the same time, it has reminded the general public to be vigilant against possible natural disasters and to enhance self-protection awareness.
