会议还指出，我国深入实施专利转化运用专项行动，今年上半年全国高校和科研机构专利转让许可次数同比增长22.2%，一批高价值专利在高端化、智能化、绿色化产业场景中加速落地。同时，知识产权使用费进出口总额在今年1—5月达1800亿元，同比增长14.1%，反映出知识产权国际合作对促进高水平对外开放的积极作用。
此外，我国知识产权服务便民利企水平全面提升，发明专利平均审查周期压减至15.7个月，商标注册平均审查周期稳定在4个月，均达到国际先进水平。
会议强调，我国将继续加强知识产权保护，提升知识产权创造、运用、保护和管理能力，为推动高质量发展提供有力支撑。同时，将进一步加强与国际知识产权组织的合作，推动构建开放、公平、非歧视的知识产权国际规则，为世界知识产权事业作出新的更大贡献。

As of June this year, the number of valid invention patents in China reached 4.425 million, with corporate rights holders accounting for 72.8% of invention patents, indicating a significant enhancement in corporate innovation vitality.
The meeting also pointed out that China has deepened the implementation of the Patent Transformation and Application Action Plan. During the first half of this year, the number of patent transfer and licensing agreements between colleges and research institutions across the country increased by 22.2% year-on-year. A number of high-value patents are accelerating their implementation in high-end, intelligent, and green industrial scenarios. Meanwhile, the total trade in intellectual property royalties between China and the rest of the world reached 18 billion yuan from January to May this year, an increase of 14.1%, reflecting the positive impact of intellectual property international cooperation on promoting high-level opening up.
Additionally, China’s intellectual property services have been significantly upgraded to facilitate businesses, with the average examination cycle for invention patents compressed to 15.7 months and the average examination cycle for trademark registrations stabilized at 4 months, both reaching international advanced levels.
