News Title: “National Health Commission: Strengthening Management of Medical Adverse Events”
Keywords: Medical Management, Adverse Events, Quality and Safety
News Content: The Office of the National Health Commission has recently issued a notice requiring further strengthening the management of medical quality (safety) adverse events. The purpose of this notice is to enhance the reporting and handling capabilities of medical institutions for adverse events, thereby ensuring the medical safety of patients.
The notice points out that medical quality (safety) adverse events refer to the unsafe conditions or events that lead to negative outcomes, other than the natural course of disease, which occur or are discovered within medical institutions. Adverse event management is an important method for medical institutions to strengthen self-management, identify risks and vulnerabilities in medical services, prevent negative events, and ensure the quality and safety of medical care.
The notice requires that local areas guide secondary and above hospitals to enhance their awareness of adverse event management, establish and improve systems for reporting, classifying, analyzing, and handling adverse events, and complete the organization system for adverse event management. At the same time, it is necessary to establish an “unpunitive” proactive reporting mechanism for adverse events, encouraging employees to voluntarily and actively report adverse events while ensuring the privacy of reporters.
Furthermore, the notice emphasizes the need to establish a closed-loop management mechanism for adverse events, clearly assigning responsibility departments for issues or vulnerabilities that can be immediately improved, and taking timely measures to eliminate them. For events that frequently occur or produce serious negative outcomes, they should be given special analysis and priority follow-up through methods such as record management. Additionally, it is necessary to improve the routine feedback mechanism for the handling of adverse events, aiming to feedback the handling situation to the reporter as much as possible, thereby enhancing the reporter’s sense of achievement.
The notice also requires that local areas combine the requirements of the comprehensive improvement of medical quality action and the patient safety action, to strengthen the education and training of all staff members on patient safety, including the management of adverse events as an important part of new employee training, daily training, and learning, to improve the staff’s ability to identify adverse events and their awareness of reporting, to build an atmosphere of adverse event management that involves everyone and every aspect, and to shape a culture of quality and safety where everyone is responsible.
The release of this notice reflects the National Health Commission’s high regard for medical quality and patient safety, aiming to further improve the quality of medical services and ensure patient safety by strengthening the management of medical quality (safety) adverse events.
