近日,一则关于古茗奶茶中疑似含有“血痰”的投诉引起了公众的广泛关注。据安徽省池州市贵池区市场监督管理局微信公众号消息,贵池区市场监督管理局对此事件进行了详细调查。
7月21日,市民陈某通过12315平台反映在古茗奶茶店购买的饮品中发现了红色漂浮物,疑似“血痰”。贵池区市场监督管理局接到投诉后,立即依法依规开展现场检查、调取监控、询问相关人员等工作。
调查结果显示,涉诉饮品店证照齐全,所使用的珍珠、椰果、百香果糖浆、青橘等原料均由总部配送,票证齐全,未见混有异物或感官性状异常,贮存条件符合要求。冲泡用水为水净化设备处理后的直饮水,加工场所环境卫生清洁,符合规范。店内所有从业人员均持有效健康合格证明,未见皮肤破损、出血情况。
监控录像显示,陈某所订购的饮品由店员苏某在7月21日13时31分41秒开始加工制作,至13时39分46秒封口,店内工作人员全程佩戴口罩、工帽,加工过程未发现人员咳嗽。外卖员姚某于当日13时30分接单,13时50分出单配送,14时05分将饮品送达陈某。陈某和外卖员姚某均确认饮品包装封签完整无损。
此外,调查还发现陈某曾请其同事王某某查看疑似“血痰”,但王某某表示仅通过显微镜简单查看,并不确定吸管上黏连物为血液结痂且含有红细胞,且在陈某再三要求下才通过手机拍摄照片。涉诉塑料吸管已被作为废弃物处理。
综合以上情况,贵池区市场监督管理局认为,根据国家市场监督管理总局《市场监督管理投诉举报处理暂行办法》第二十四条第一款之规定,无法认定陈某所诉的饮品中含有疑似“血痰”且与涉诉饮品店加工制作有关。
贵池区市场监督管理局将继续加强市场监管,确保食品安全,同时也提醒消费者在遇到类似情况时,应提供充分证据,以便相关部门能够准确、高效地处理投诉。

On July 21, citizen Chen M. reported through the 12315 platform that a red floating substance was found in the beverage purchased from the Yomai tea shop, which was suspected to be “blood sputum.” Upon receiving the complaint, the Tianchang District Supervision and Administration of Market immediately conducted a legal and regulatory inspection on the spot, reviewed surveillance footage, and interviewed relevant personnel.
The investigation results show that the tea shop in question has all necessary permits and licenses. The delivery man, Yao M., took the order at 13:30 on the same day, delivered the beverage at 13:50, and delivered it to Chen M. at 14:05. Both Chen M. and delivery man Yao M. confirmed that the packaging seal was intact and undamaged.
In addition, the investigation found that Chen M. had asked his colleague Wang W. to check the suspected “blood sputum,” but Wang W. stated that he only examined the substance under a microscope and was not certain if the sticky substance on the straw was a blood scab with red blood cells. Wang W. only took a photo of the substance with his phone after Chen M. insisted. The plastic straw involved in the incident was disposed of as waste.
Based on the above circumstances, the Tianchang District Supervision and Administration of Market believes that according to Article 24, Paragraph 1 of the Interim Provisions on the Handling of Complaints and Reports by the National Market Supervision and Administration, it is impossible to determine that the beverage complained about contains suspected “blood sputum” and is related to the processing of the tea shop in question.
