河南省政府近日发布《河南省促进内外贸一体化发展若干措施》(以下简称《措施》),旨在通过建立健全促进内外贸一体化发展的体制机制、打造内外贸融合发展平台,为内外贸一体化发展提供制度保障支持。这一举措旨在推动河南更多的企业实现内外贸“两条腿”走路,即既开拓国内市场,也开拓国际市场,为企业提供更加灵活多变的市场策略。

《措施》从五个方面提出了18条具体措施,旨在通过深化改革开放、强化开放制度供给,促进内外贸规则制度的衔接融合,优化内外贸一体化发展环境,加快重点领域内外贸协同发展,提升内外贸一体化发展能力。《措施》强调,加快内外贸一体化发展是构建新发展格局、推动高质量发展的内在要求,目标是让企业能够根据市场形势的变化,在国内国际两个市场间灵活切换,实现企业内外贸市场的顺滑对接。

河南省商务厅负责人指出,促进内外贸一体化发展的重要目标之一是帮助企业“两条腿”走路,鼓励外贸企业在国内市场拓展的同时,也鼓励内贸企业积极开拓国际市场。近年来,郑州航空港区与亚马逊、1688等国际国内优质电商平台合作,创新推动“跨境电商+产业带”业务模式,极大助力了“豫品出海”,成为促进内外贸市场渠道对接的成功案例。

《措施》还提出,鼓励内贸企业采用跨境电商、市场采购贸易等方式拓展国际市场,提高跨境电商综合试验区建设水平,拓展跨境电商出口业务,促进“跨境电商+产业带”模式发展,带动更多传统产业企业组团出海。此外,河南省将发挥展会联结内外的作用,用好国家级重要展会平台,组织企业参加中国国际进口博览会、中国国际服务贸易交易会等经贸活动,拓展国内外市场。

为了支持内外贸一体化发展,河南省还将持续开展品牌提升行动,培育内外贸一体化的“河南品牌”,引导外贸企业和加工贸易企业从贴牌、代加工生产向研发设计、自有品牌、收购知名品牌等多元经营转型,提高自主品牌的国际竞争力。
