**上海创新创业生态研究报告正式发布**
中新网上海5月18日电（记者 范宇斌）第五届上海创新创业青年50人论坛于18日在上海举行，会上首次对外发布了《上海创新创业生态研究报告》（以下简称《报告》）。该报告从产业集群、人才集聚、政策服务与支撑体系等多个维度，全面展示了上海创新创业的最新成果和活力。
《报告》指出，上海作为我国改革开放的前沿阵地，始终坚持以科技创新为核心，以人才为支撑，以政策为引导，推动创新创业高质量发展。在产业集群方面，上海积极发展六大重点产业集群，包括集成电路、人工智能、生物医药、高端装备、新材料和绿色环保，推动产业链上下游企业协同创新，形成良好的产业生态。
在人才集聚方面，上海深入实施人才强市战略，优化人才政策体系，提升人才服务水平，吸引了大量国内外优秀人才来沪创新创业。报告显示，截至2022年底，上海实有人口达到2400万，其中创新创业人才占比达到15.6%，相比2018年增长了4.1个百分点。
在政策服务与支撑体系方面，《报告》显示，上海不断完善创新创业政策体系，加大对创新创业的财政支持力度，提高金融服务水平，推动创新创业成果转化。同时，上海还建设了一批创新创业孵化平台，为创业者提供低成本、高质量的办公空间和专业化服务。
《报告》还通过大量数据图表展现了上海创新创业的蓬勃发展态势。例如，2022年，上海新增注册企业数量达到18.5万家，同比增长12.3%；全市专利申请量达到16.8万件，同比增长8.5%。这些数据显示，上海创新创业生态正呈现出良好的发展势头。
论坛上，多位专家和企业家还就如何进一步优化上海创新创业生态进行了深入研讨。他们认为，上海应继续加大政策支持力度，提升人才服务水平，加强产学研协同创新，推动上海创新创业生态不断迈向更高水平。
本次论坛由上海市科学技术委员会、上海市人力资源和社会保障局、上海市经济和信息化委员会等单位联合主办，旨在搭建一个交流平台，促进上海创新创业青年之间的合作与交流，推动上海创新创业事业不断发展。

**The Shanghai Innovation and Entrepreneurship Ecosystem Report Officially Released**
The 5th Shanghai Innovation and Entrepreneurship Youth 50 Forum was held in Shanghai on May 18th (Reporter Fan Yubin). At the forum, the “Shanghai Innovation and Entrepreneurship Ecosystem Report” (hereinafter referred to as the “Report”) was released to the public for the first time. The Report comprehensively displays the latest achievements and vitality of Shanghai’s innovation and entrepreneurship from multiple dimensions such as industrial clusters, talent aggregation, policy services, and support systems.
The Report points out that as the forefront of China’s reform and opening-up, Shanghai has always adhered to taking technological innovation as the core, talent as the support, and policies as the guidance to promote high-quality development of innovation and entrepreneurship. In terms of industrial clusters, Shanghai actively develops six key industrial clusters including integrated circuits, artificial intelligence, biopharmaceuticals, high-end equipment, new materials, and green environmental protection, to promote collaborative innovation among enterprises in the industrial chain and form a sound industrial ecosystem.
In terms of talent aggregation, Shanghai is deeply implementing the strategy of strengthening the city through talent, optimizing the talent policy system, and improving talent service levels, attracting a large number of outstanding talents from home and abroad to innovate and entrepreneurship in Shanghai. The Report also presents the robust development momentum of Shanghai’s innovation and entrepreneurship through a large number of data charts. For example, in 2022, the number of newly registered enterprises in Shanghai reached 185,000, with a year-on-year growth of 12.3%; the number of patent applications in the city reached 168,000, with a year-on-year growth of 8.5%. These data show that Shanghai’s innovation and entrepreneurship ecosystem is developing well.
At the forum, many experts and entrepreneurs also deeply discussed how to further optimize Shanghai’s innovation and entrepreneurship ecosystem.
