据中国远洋海运纪检监察组、辽宁省锦州市纪委监委消息，日前，中国远洋海运纪检监察组、辽宁省锦州市监委对中国远洋海运中远海运发展股份有限公司原党委书记、董事长刘冲严重违纪违法问题进行了纪律审查和监察调查。
经查，刘冲丧失理想信念，背离初心使命，与他人串供，对抗组织审查；违反中央八项规定精神，接受可能影响公正执行公务的宴请；违反组织纪律，不按规定报告个人去向；违反廉洁纪律，借用管理服务对象钱款，由管理服务对象支付应当由个人承担的费用，违规从事营利活动，收受礼金；违反工作纪律，干预和插手市场经济活动；利用职务便利，为他人谋取利益，非法收受他人财物，数额特别巨大。
刘冲的行为严重违反党的纪律，构成严重职务违法并涉嫌受贿犯罪，且在党的十八大后不收敛、不收手，性质严重，影响恶劣，应予严肃处理。依据《中国共产党纪律处分条例》《中华人民共和国监察法》《中华人民共和国公职人员政务处分法》等有关规定，经中国远洋海运集团有限公司党委研究决定，给予刘冲开除党籍、开除处分；由国家监委给予其开除公职处分；收缴其违纪违法所得；锦州市监委将其涉嫌犯罪问题移送检察机关依法审查起诉，所涉财物一并移送。
