根据《实施方案》，海南省将通过给予消费者一定的补贴，推动汽车、家电、家居家装产品的更新换代。在汽车以旧换新方面，将对符合条件的车主给予购车补贴，鼓励消费者淘汰老旧车辆，购买新能源车或其他新车。在家电以旧换新方面，将对淘汰老旧家电并购买新家电的消费者给予一定额度的现金补贴。在家居家装以旧换新方面，将对淘汰老旧家居和装修材料并购买新产品或新材料的消费者给予补贴。
