中新网上海3月23日电(范宇斌 郭琪)今年上海市两会期间,上海民盟提交的界别提案聚焦“极端天气下上海运营地铁防灾韧性对策”,受到了社会各界的关注。作为课题组组长,民盟上海市委会常委、民盟同济大学委员会主委黄宏伟组织参与一系列调研,和课题组成员一起走访申通地铁集团,深入分析上海地铁在应对极端天气时的运营挑战,并提出了一系列创新性的建议。

在调研中,黄宏伟指出,随着全球气候变化的加剧,极端天气事件的频率和强度都在增加,这对城市轨道交通系统的安全运营提出了更高的要求。因此,提升地铁系统的防灾韧性对于保障市民出行安全至关重要。

课题组通过实地考察和数据分析,发现上海地铁在应对台风、暴雨、高温等极端天气时,仍存在一些亟待解决的问题,如排水系统能力、设备抗腐蚀性、乘客疏散效率等。针对这些挑战,课题组提出了多方面的对策建议,包括加强地铁设施的抗灾能力、优化应急预案、提升乘客信息服务等。

黄宏伟强调,防灾韧性不仅仅是对现有设施的改造升级,更是对整个地铁运营管理理念的更新和提升。他建议,应建立一套科学的地铁防灾韧性评价体系,通过定期的风险评估和压力测试,不断优化和完善应对极端天气的策略。

此外,课题组还提出,应加强政企合作,形成多方联动机制,共同推动地铁防灾韧性的提升。同时,要加强公众教育和应急演练,提高乘客的自救互救能力,确保在极端天气下,能够最大限度地保障乘客和运营人员的安全。

SHANGHAI, March 23 (Xinhua) — During this year’s Shanghai Municipal People’s Congress and Chinese People’s Political Consultative Conference (CPPCC) sessions, the Shanghai Public Transit Alliance’s proposal on “Strategies for Enhancing Subway Disaster Resilience in the Face of Extreme Weather” garnered significant attention from various sectors. As the head of the research team, Huang Hongwei, a member of the Standing Committee of the Shanghai Public Transit Alliance and the Director of the Public Transit Committee of Tongji University, led a series of investigations and visits to the Shanghai Shentong Metro Group to delve into the operational challenges faced by the Shanghai subway system during extreme weather events and offered innovative suggestions.

During the research, Huang Hongwei pointed out that the intensification of global climate change has led to an increase in the frequency and intensity of extreme weather events, posing higher safety risks for urban rail transit systems. Therefore, enhancing the disaster resilience of the subway system is crucial for ensuring the safety of citizens’ travel.

The research team identified several issues that need to be addressed through on-site inspections and data analysis, such as the capacity of drainage systems, the corrosion resistance of equipment, and the efficiency of passenger evacuation. Additionally, the research team proposed strengthening government-enterprise cooperation to form a multilateral joint mechanism for promoting the enhancement of subway disaster resilience. At the same time, public education and emergency drills should be enhanced to improve passengers’ self-rescue and mutual-aid capabilities, ensuring that, in the event of extreme weather, the safety of passengers and operational personnel can be maximized.
