分析人士指出,国际油价近期波动较大,受此影响,中国成品油价格调整参考的原油变化率始终未能突破调价红线。根据现行成品油定价机制,当调价幅度低于每吨50元人民币时,原则上不作调整,纳入下次调价时累加或冲抵。
今年以来,国际油价震荡上行,布伦特原油期货价格一度接近每桶70美元,但近期又有所回落。据金联创测算,截至3月17日,参考原油品种均价为每桶65.19美元,变化率为-0.34%,对应的汽柴油应下调10元/吨。由于未达到每吨50元的调价红线,因此本轮成品油价调整搁浅。
此次调价搁浅对消费者和物流企业来说是一个好消息,意味着用油成本将保持稳定。但也有分析认为,如果国际油价继续上涨,国内成品油价格仍有上调的可能。

So far in 2023, international oil prices have been on an upward trend, with Brent crude futures reaching nearly $70 per barrel before experiencing a decline. Calculations by Jinlianyun Creative (JLC) show that as of March 17, the average price of the reference crude oil mix stood at $65.19 per barrel, with a change rate of -0.34%, translating to a potential decrease of 10 yuan per ton for gasoline and diesel. Since this was below the 500 yuan per ton threshold for adjustment, this round of price adjustments was suspended.
The price freeze is good news for consumers and logistics companies, as it ensures that fuel costs will remain stable. However, some analysts caution that if international oil prices continue to rise, domestic refined oil prices could still face upward pressure.
