完善罕见病药品进口流程，保障患者用药需求

蔡威建议，应简化罕见病药品进口审批流程，缩短审批时间。同时，探索建立罕见病药品进口绿色通道，优先审评审批罕见病药品，保障患者及时用药。此外，他还提出要加强罕见病药品价格谈判，降低患者用药负担。
特医食品也是罕见病患者必需的特殊营养品，但目前特医食品进口流程同样存在问题。蔡威建议，应将特医食品纳入罕见病药品进口绿色通道，简化进口审批流程，保障患者及时获得所需的营养支持。
