建好建强重型装备生产制造基地，推进制造强国建设
全国政协委员、哈电集团党委书记、董事长曹志安在今年全国两会期间提出建议，建好建强重型装备生产制造基地。他认为，此举是推进建设制造强国的重中之重，是维护国家产业安全的现实需要，也是推进东北振兴的有力举措。

一是加强关键技术攻关。加大研发投入，集中优势力量攻克重型装备核心技术，实现关键技术自主可控。二是完善产业链条。加强产业链上下游协作，补齐产业链短板，提升配套能力。三是培育高端产品。重点发展高端重型装备，提升产品附加值和竞争力，满足国内外市场需求。
