该平台依托各地通过办好“一件事联办”等关键小事，取得了信息便民惠民的良好效果。在此基础上，攻坚行动提出了八个方面的目标任务。一是要普及推广电子健康卡，二是要推动检查检验结果互通共享，2025 年底，全国所有的二级公立医院要实现检查检验结果跨机构调阅，三是要推广商业健康保险就医费用一站式结算，2025 年底，有条件的省份要实现商业健康保险就医费用即时结算，四是要推动电子健康档案“跨省份查询”，计划 2025 年底，试点省份要实现电子健康档案向居民本人提供实时授权查询服务，五是要完善国家及省统筹区域全民健康信息平台，六是建立统一的卫生健康信息传输网，七是推动医院信息化建设提档升级，八是全力提升网络和数据安全的防护能力，加强个人信息保护。
这次攻坚行动是以具体的应用场景为驱动，以广大群众需求为导向，不贪大求全，目标是让公众有实实在在的获得感。比如，不再需要每到一家医院就要办一张就诊卡，只要有电子健康卡，就实现不同医院之间的一卡通用，不同医院之间的医学检查检验结果互通共享。每个居民拥有自己的电子健康档案，并可以跨省查阅，逐步实现商业健康保险就医一站式结算，真正方便群众就医，提升群众的就医体验。
